These packages let you turn your PC into an Internet server. Except in
the case of Web servers, this is rarely useful unless you have a permanent
connection to the Internet since otherwise no-one will be able to access
your server when you're not connected, and you probably won't have a
fixed IP address that they can refer to anyway. However, it can be
useful to run Web servers locally so that you can test hyperlinks and
CGI scripts in isolation.
