ACCOLC means ACCess OverLoad Class. This feature was never fully implemented. It is supposed to determine the priority of calls when the system is overloaded. Values 10-15 were supposed to be used for emergency vehicles, and 00-09 for regular customers. Most of the time this is simply set to 0+ last digit of MIN.
