buffer_write

      filename: <string>
      append: <yes/no>

 This write a buffer to a file. The buffer is then marked as upto date.
 If the append flag is yes, the data is appended to the file if it exists.

 NOTE: beware of the DOS APPENDed path or the OS/2 DPATH.
