Clicking on the Apply button will perform a color reduction according to the current parameters on the original RGB image and will leave it in RGB mode. You can then convert it to indexed mode by using the paint program's Exact palette selection (if it has one). If you notice that the Exact Palette option is grayed, or that it thinks there are one or two more colors than there really are, this is because some paint programs automatically introduce pure black and white if those colors aren't already in the color table, particularly on the Macintosh platform.
