report.

Show the report to Dunbar and she'll get itchy.

Accuse her (save first!).

She'll start to get nervous and should head outside for a smoke.

Hint 7 of 12:

Because of the seemingly random nature of this game, you may need to do
another things first.  If she doesn't go outside, wait.  If she doesn't go
within a couple of hours, restore a game and try accomplishing other things
first.
