Irc-II 2.2.9 + term + dcc send

Description:

rework of the term code in irc-term so that it can do dcc send as well as dcc chat (possibly dcc raw.. I dunno about that for sure) but still cant do dcc talk or summon cause these use udp which term doesnt support. This code hasnt been well tested, but works for me (and a few other people) so I thoguht I might as well distribute it.
