The CD contains a SoftCD file called the vault file:

This vault file contains all the encrypted information for this publication. Without the correct password its contents cannot be accessed and are secure in the event of loss or theft of the CD.

To open the vault an update must be applied to the Publication. This is done by double-clicking on the amendment link file.
