You can create a windblown
rain effect by following the instructions in this tutorial.

Add a new object
that covers the entire image, and apply a rainy texture.
- Click the Rectangle tool from the Toolbox.
- On the Property Bar,
click the Render To Object button.
- Right-click the white color swatch from the on-screen
Color Palette.
- Starting at the top-right corner of the image,
click and drag to the bottom-left of the image to create a rectangle
that completely covers the image.
- Click Effects menu, Noise, Add Noise.
- In the Add Noise dialog box, move the Level slider
and the Density slider to 50.
- Click the Gaussian button, and click OK.

Scatter
the pixels using the Impressionist filter,
and blur the image using the Motion Blur filter.
- Click Effects menu, Artistic, Impressionist.
- In the Impressionist dialog box, set the Horizontal
and Vertical sliders to 2, and click OK.
- Click Effects menu, Blur, Motion Blur.
- In the Motion Blur dialog box, type 45 in the
Direction box.
- Type 30 in the Distance box.
- Click the Sample Nearest Edge Pixel button, and
click OK.

Change
the merge mode and opacity of the object so that the image is
seen through the rain effect.
- Click the Object Picker tool
from the Toolbox.
- On the Property Bar, click Multiply from the
Merge Mode list box.
- On the Property Bar, move the Object Opacity
slider to 70.
