  <lOnOff>     Flag: Status active/inactive. Specifies when a title bar or
               icon needs to be changed to indicate an active or inactive 
               state. The <lOnOff> parameter is TRUE if an active title 
               bar or icon is to be drawn, or FALSE for an inactive title 
               bar or icon. 


 DESCRIPTION:

  This Method is the receiver of a WM_NCACTIVATE message, that is sent to
  a window when its nonclient area needs to be changed to indicate an active 
  or inactive state. It <lOnOff> is FALSE, the bLostFocus actionblock
  is evaluated.
