oWin:Create( <cClsname> ) -> NIL

 PARAMETER:

  <cClsname>   name of the window class. It can be any name that has been
               registered with RegisterClass(), or any of the
               predefined control-class names ( like "COMBOBOX".. )

 DESCRIPTION:

  This Method does the low level API stuff of creating a Window. There is no
  need to call it directly
