   Allows a user to delete a message provided that:

   * The user has sysop access to the area the message is in,
     OR

   * The message is in a LOCAL or NETMAIL area and the user is
     the sender or recipient of the message, OR

   * The message is in an echomail area and the user is the
     sender of the message, provided the message has not been
     exported from the message-base.
