Netmail credits are ignored, when replying from Echomail

    When a user uses 'Netmail' to reply to a 'Echomail'  messages  the
    user is not charged any credits,  more  importantly they are  able
    to send this Netmail without *ANY* credits.

    This  appears to be  a bug in RA,  and can be overcome by  raising
    the  security  level  for  posting  Netmail  or  by disabling  the
    'Reply via Netmail' option in RACONFIG.
