Look for a file named bookmark.htm in c:\program files\netscape\navigator. It contains the URLs for all your bookmarks. Since it's a text file, you can send it to your brother as an attachment to an e-mail message. Your brother can then save the attachment as a text file with an .htm extension, but tell him to name it something other than bookmark.htm so he doesn't overwrite his own bookmarks.
He can add your bookmark list to his own bookmark list by selecting File--Open File from the menu, and then selecting Bookmarks--Add Bookmark.
