Windows additional characters

Windows codepage 1252, Western European, consists of ISO-8859-1 (aka Latin-1) and some additional characters squeezed into the range 128-158 (0x80-0x9F) where there is a gap in the ISO character set. Similar or identical additions differenciate between other Windows codepages and the corresponding ISO-8859-x pages.
