Bar codes on sides of cars

Enlarged versions of the bar codes used on product wrappers for reading at supermarket tills could be required on the side of vehicles in the UK. Vehicles coming into those city centre areas with traffic problems would pass through files of posts which would register different numbers of units to be billed - with a high rate, for instance, for Piccadilly at peak time.

This would be a fair way of charging for road usage and congestion; it would be easy to implement since the technology is already well developed; and it would be hard to tamper with the bar codes compared with alternative means such as magnetic codes, since they could be visually inspected.

Administratively, they could be supplied with an adhesive backing in place of the annual licence disk; or at ports of entry for foreign visitors.
