One problem which local authorities seem to face is the frequency with which they have to empty their bins - especially at weekends a number are overflowing. They should sink a large container below pavement level over which could be placed a conventional-looking hinged bin. Then, weekly or whenever the situation demanded, a vacuum van could come along, turn back the bin, and draw out the contents in a 30 second operation.
