How can I get to the decoy?

Hint 1 of 9:

You'll need to use the lake to help you get there.  Have Wolfy jump in the
lake to see what happens.

Hint 2 of 9:

Those eyes might do odd things if they were irritated.

Hint 3 of 9:

Try dropping a grain of sand in the lake to see what happens.  You can get
one from the Window of Memory (see another hint to figure out how to use it).

Hint 4 of 9:

The fish in the bubble will be able to take you to the decoy if both you and
Wolfy cooperate.

Hint 5 of 9:

Once you've created the bubble, you'll need to get the fish out of there.

Hint 6 of 9:

Try flying to do so.
