no, it coems from Ralph Schmidt himself...as he owns the copyright on it.
There is a link to the latest update from the v3 portal http://v3.vapor.com
the latest ppc.library is required to run the VFlash PPC plugin (as it fixes
bugs).
ppclibemu will be updated in the near future to keep up with revision number
and certain features of the new ppc.library
