__USE_SYSBASE just makes a few things use "SysBase" instead of other ways
to interface with exec.library (I think). Although, when I use SAS/C, I
never defined it.

StormC always uses SysBase (instead of ExecBase). If you look at
StormC:include/proto/exec.h you'll see that the SAS/C compatibility
stuff has been commented out.
