Nope. Sorry. This is definately not a VGA monitor.
VGAs typically display at something like 640x480 without flicker
CM8833s (and similar types) use the PAL and NTSC resolutions
(typically 320, 640 or 1280 by 200 (ntsc) 256 (pal) 400 (ntsc interlaced)
or 512 (pal interlace). These won't work with Bvisions, but any cheap vga
will. however, a bvision will display up to 1600x1280 iirc, which
makes a vga monitor something of a waste. Go and buy a decent svga.

Did DCE fix your blizzard?
If so, i'm very suprised, as i was told they still hadn't recieved the tools
for fixing ppc cards from p5s recievers.
