With my suggestion you boot from the Syjet when a cartridge is
inserted
and from the HD when the Syjet is empty.
If it is not what you want, I do not see another solution then to use
the early startup screen again during the second boot (that's what I
do when I want to boot from my OS3.1 lower priority partition).
BTW, it is only a problem when cold booting. After a warm boot, the
Setpatch program do not need to initiate a restart again, as the ROM
update is already done, so you can then choose from where to boot.
