Won't work. ArtEffect doesn't take arguments, you would need to have
a script that runs arteffect, then makes an ARexx call to load in the
desired picture.

the arexx command for ArtEffect to load in an image is
loadpic 'picture you want to load'
And yes, there is an ArtEffect mailing list. It's dead quiet at the
moment, but that should change when version 4 comes out.
send a mail to:

with the command
SUBSCRIBE ARTEFFECT-LIST
in the body(!) of your mail.
