Keep in mind that ENVARC was not originally intended to be the dumping
ground for the prefs/settings files of various 3rd party software.
Fortunately, we have HappyENV, which loads files into ENV only when they
are called by a program.

Because of the difference between SAVE and USE in the various pref tools.
Clicking on SAVE saves the settings in both ENV and ENVARC. Clicking on USE
saves a copy in ENV, leaving the ENVARC copy untouched.
