A 1989 UN report states that in the 21st century these islands in the
South Pacific will disappear under the sea, unless action is taken to
stop global warming. The economy depends on a tuna cannery and the sale
of fishing licenses, postage stamps, and coins; a catamaran link between
the atolls has increased tourist potential. Its small size and economic
fragility make independence unlikely, but in 1996 it gained the right
to enact its own internal legislation, and since 2001 the local authorities
have had full control of the island's public services. Nearly 4000 Tokelauans
live in New Zealand.
