It does not necessarily represent the views of The University.) ======================================================================== STATEMENT BY GOVERNOR BILL CLINTON ON THE SITUATION IN IRAQ July 23, 1992 The refusal of Saddam Hussein to allow United Nations inspectors access to documents concerning Iraq's program to build weapons of mass destruction is a serious violation of the cease- fire agreements. Saddam's action places at risk not only efforts to dismantle Iraq's capacity to produce such weapons but the authority of the United Nations itself. This is not the only example of Saddam's defiance of the U.N. and its resolutions. Iraq maintains its economic embargo against the Kurds; refuses to accept demarcation by the U.N. of its border with Kuwait; and U.N. personnel in Iraq are subject to increasing harassment. Let there be no mistake: if the United Nations decides to use force to ensure Iraqi compliance with the cease-fire agreements, I will support American participation in such action. Let Saddam Hussein make no mistake: even during an election campaign, Americans are united on this issue. Saddam Hussein should understand clearly that we will not tolerate his defiance of U.N. resolutions.
