ISSUE: 

This file contains the UNICODE.NLM and DSAPI.NLM for third party
developers that have products which run in the IOEngine on SFT3
v4.10.  the DSAPI.NLM will now run from the sft3 IOEngine. 
 They also fixed  a problem with the DSGetConnectionHandle()
call.  With OS/2 it is possible to get a connection pointer that
had the high bit set, making it look like a negative number which
would be interpreted as an error.  DSAPI now properly
distiguishes between a valid -1 return value and a valid
connection pointer in the negative range of numbers.

Installation Instructions:

Load in the v4.10 SFT3 ioengine.
