This program is based on the  NIPCInquiry function of nipc.library.

    The very first versions were created because I didn't want to recompile
    my little test programm *every* time I wanted to use a different set of
    scan tags.  Mainly,  NetProbe consists of a core of Envoy functions that
    start the NIPCInquiry function and build a linked list of the return
    packets and user-interface modules that let you select the set of tags
    for the next scan and show you the lists.
