Specifies display of System menu popups.
Default value - ON

When you SET STICKY ON and select a menu pad with the mouse, popup will
remain on screen until you choose an option, press the Escape key or
click outside of the popup.  If you SET STICKY OFF and select a system
menu pad with the mouse, popup will only remain on screen while the
mouse button is pressed.
