Specifies if records marked for deletion will be used.
Default value - OFF

Determines whether records marked for deletion will be available for use
by other commands.

When ON option is invoked, all commands which select records using scope
will ignore records which have been marked for deletion.  Commands that
operate on current record or that have scope of single record disregard
the DELETED setting.

OFF permits such commands to access all records, whether or not they are
marked for deletion.

INDEX and REINDEX include all records within the database file
regardless of the deleted status.
