New features:

	1.	Ability of extracting icons from EXE- and DLL-files.

	2.	Command "/NOLIBS" ignores icon-libraries;
		Ico2Bmp! is 'blind' for EXE- and DLL-files.

	3.	"NoLibExtract=1" (INI-setting) does the same as the Command "/NOLIBS".
