 <~ As we can see here, Pikachu's nervous system would enable it to feel things around it, but its tiny and peanuty brain is to inferior to comprehend the signals it is sent by the nerves in Pikachu's body. In other words, Pikachu cannot feel.
SOCIAL HABITS/ BEHAVIOR
Pikachu is usually found sucking up to other Pokemon and humans. Being an extremely lowly- developed creature, it really has no opinions or thoughts of its own and just follows the leader like a frigin' sheep or something.

Furthermore, Pikachu attempts to help people, again at the disposal of its "trainer". In conclusion, Pikachu has absolutely no personality. Just like every other Pokemon, it is an animal wannabe.
