Edit path in BCROOT.INC and make sure BORLANDC\BIN or the 
equivalent directory is in the current path. Then, enter
MAKE. After compiling, run RULER.EXE using the Windows
Program Manager or File Manager.

You can also load the RULER.PRJ file into Borland C++
or Turbo C++ for Windows. Edit the default directories 
as needed for your installation.
