This is LaTeX.INF, the IPF version of latex.texinfo.

It was created from the texinfo source using texi2ipf.

It can be viewed under using view.exe, or it can
be used as a context-sensitive help-file under EPM.
To do so you will have to 
     set HELPNDX=latex.ndx
either in config.sys or at the command line and put 
latex.ndx somewhere where EPM finds it (somewhere in
the EPMPATH ).
Then you can just hit Ctrl-H when positioned on a LaTeX
keyword.
