Loy Kratong 1999

Could someone please confirm the date of Loy Kratong in 1999. I am trying to arrange my flights. Last year it was Nov 3rd but I am sure it relates to the time of the full moon so this year maybe different.

    Loy Kratong (according to my friend in Bkk) is on the 22nd
    of November this year. I have just returned from the Land
    of smiles and had a great Songkran up in Chiang Mai.
    I may go to northern Thailand for Loy Kratong aswell, send
    us a mail and tell us your plans.

    Loy Krathong is at its best outside of Bangkok, especially
    in Chiang Mai. The Ping River looks gorgeous when it's
    lined as far as you can see with flickering krathongs. But
    the Chiang Mai crowds can be a bit much. My (Thai) Mrs. and
    I went back home early one year because of the rowdy little
    brats who were firing bottle rockets down the street at
    everyone in sight. Other northern cities are almost as good
    -- Lampang, Phitsanulok etc. Sukhothai, where it all
    started, is another popular place to celebrate the evening.
    When it comes to holidays, Bangkok is pretty much of a
    fizzle. It's become too westernised and just plain too dang
    big.

    The "traditional" Loy Kratong site is in Sukothai. Just
    about any proincial capital with some water around will
    have a celebration--parades, fireworks, and kratongs placed
    in the water by small children. Actually, the celebrations
    in Bangkok are quite nice (). A very nice celebration take
    place in the suburb of Nonthaburi, near the island of Ko
    Kret. I seem to recall that the main celebration is near
    the Memorial Bridge. The Tourism Authority of Thailand can
    tell you about the Sukothai celebration. The English
    language papers will have info on the BKK celebrations.

    NB: some celebrations only occur in Bangkok; some occur
    only regionally, like the rocket festivals in the NE;
    Chiang mai's Songran has become rather schlocky---Luang
    prbang has something that is more traditional
