Flatrate in SE Asia

I'd like to know which countries in South East Asia have
flatrates when it comes to local calls.

    what for? that's why you haven't got a response. most local
    calls in asia are so cheap you don't need to worry if it's
    flat rate or not. a payphone in bangkok works with 2.5 cents
    worth of baht. i don't think i have ever talked long enough
    to put 25 cents worht in.

    TIMED-LOCAL CALLS ARE A RIDICULOUS ANACHRONISM IN THIS DAY OF THE INTERNET.

    I'm collecting information for our campaign against the
    metering of phones here in Europe. I know the data for the
    Philippines, and I do know that China and Vietnam both
    offer flatrate systems (no per-minute charges on local
    calls). However, I'd like to know the line subscription
    costs too.
    How much does it cost to call someone else in Bangkok for
    example and how much does it cost per month to have a phone
    line? I know that in Malaysia it costs 0.03 ringgit per
    minute, is there a connection fee for each call made and
    how much does the subscription cost? Earlier I was informed
    that Singapore also had a flatrate system, though it seems
    I was mistaken. Any help would be greatly appreciated.
