tibet via kunming

hi,i'd like to go to tibet via kunming,dali and lijiang or
otherwise via chengdu
is anyone can tell if it's poosible to take such road to
reach lhassa.
and if i need special permit or autorisation,which one and
how and where to get it?

    There are two roads.
    No public transport.
    Not open for foreigners.
    Not possible to get permit like individual.
    Possible to go with a tour for some 100 to 150 USD a day.
    Other possibility is to fly from Chengdu to Lhasa (permit
    will be issued to you via travel agent toogether with plane
    ticket) or by bus from Golmud.

    The road through Sichuan to Tibet was (according to contacts
    in Chengdu) opened earlier this year to foreigners. Of
    course, not everyone along the way will know this, and the
    public bus from Chengdu to Lhasa always went via Golmud
    (reflecting the state of the road, not permits or anything).
    But anything's possible in China.
