Visa to Mongolia

I just read in the Lonely Planet guide that I would need a
travel insurance and the proof of ticket out of Mongolia.
As I'm going to try to have the visa for Mongolia in
Beijing, do I really need this. I mean I don't know how many
time I'll spend in Mongolia and I have the transmongolian
tickets to enter Mongolia but not to leave.
I'm also not planning to take a travel insurance.
Does anyone had their visa issued in Beijing. Can you tell
if I really need this.

   Maria,
   I too am going to Mongolia, and am currently struggling to
   get more info pertaining to visas.
   Visa restrictions have changed since the 2nd ed was
   published. LP had the new info posted on their "guide
   upgrade" page, but they are currently upgrading the info
   again.
   Best thing may be to try calling a Mongolian Embassy.
