Currency Exchange in Japan

Apart form changing Singapore Dollars at the airports, are the Singapore Dollars easily changed in Yen at Japanese banks or official bureau de change in Tokyo and Kyoto?

   Generally speaking, NO.
   US$, C$, Pounds, Marks, Aus$, and Francs are the most
   accepted.
