Trolls: not just under Bridges

Who created the term "troll" for a fake post? Why is it so
common on a travel page?

   ..."troll" comes from the fishing term "trolling", i.e.
   dragging a line through the water at low speed in the hopes
   that a fish will see the moving bait and take a bite.
