Mongolian visas

Hi, I want to get my Mongolian tourist visa in New York
rather than wait to get it in Moscow where I'll be
taking the trans-Mongolian train to Ulaan Batar - but my
problem is that the New York consulate is insisting that I
submit a visa "letter" with my application. They are very
vague as to what is supposed to be in this letter - they
told me that I don't need to pre-book any tours, accom or
transport to get the visa - I don't seem to need an
invitation from a Mongolian Travel agency - and anyway I
cannot find one which just deals with accom. He
gave me the impression he just needed a letter from my
employer in US (presumably saying that I'm going to Mongolia
on vacation???). I'm running out of time but I can't get
any clear info from the embassey or consulate. I'm lost -
has anyone gotten a Mongolian from the New York consulate?

    If you travel the transiberian in the other direction you
    should be able to easily get the Mongolian visa from
    Beijing. I have been told that tour packages, etc are no
    longer needed and that they are issuing visas now to
    independent travelers. I traveled it 2 years ago.

    I'm in Toronto, Canada and I got my visa quite easily.
    But I gave them:
    - Passports (Mongolian visas are just stamps in your
    passport)
    - Proof of flight into China and departing Russia
    - Travel voucher from White Nights, whom I bought my
    TransSib ticket from.
    - $51.
    The transit visa is the easiest to get. Since I'm not
    staying in Mongolia, I don't need a tourist or business
    visa. Call White Nights, and get them to give you a travel
    voucher. Their tickets are around $300 US and are about as
    cheap as any other place.
