Topless Rules?

Is it true at the topless beaches in Australia that there
is an unwritten rule that women with very larger breasts
should not go topless,even if they are not fat women but
just women with larger melons? And that the small perky ones
are more desirable if a woman is to go topless. i.e. Are
the pendulum breasts not allowed to be bare?
p.s. Do any aussie women play volley ball or run on the
beach topless so that their boobs bonce all over the place
or is that bad etiquette too?
