The CINCs, Services, and Agencies within the Department of Defense are organized, trained, equipped, and supported to plan and execute IO against specific adversaries, when necessary. They must actively work toward a multi-layered information systems defense that incorporates protection, detection, reaction, and reconstitution, using risk management principles.
