The goals of IO are to secure peacetime national security objectives, deter conflict, protect and defend DOD information and information systems, and shape the information environment.

These may appear as separate entities, but the key to IO is that these actions work together in an integrated fashion to achieve information superiority. Put more simply, IO involves actions taken to affect adversary information and information systems while defending our own.
