The initiative of revision of the Constitution belongs to the President of Romania, on the proposal of the Government, of a number of at least 50 Deputies or 25 Senators, of the Constitutional Council, as well as of a number of at least 300,000 citizens with the right to vote. The draft or proposal of revision shall be adopted by the Parliament, on a joint sitting of both Houses, with a majority of at least two thirds of the total number of the members of Parliament. The revision shall be final after its passing by a referendum, held within 30 days, at the most, from the date the draft or proposal of revision has been adopted by the Parliament. 2. The provisions of the present Constitution with regard to the unitary structure of the State, its territorial integrity, the democratic form of government, the independence of justice, political pluralism, the restriction of fundamental citizens' rights and the guarantee thereof shall not make the object of any revision. 3. No proposal of revision shall be accepted or debated upon for the duration of a state of siege or emergency.
