The shaper tool conforms selected vertices on contact to the surface of a spherical tool.
Works in both internal and external directions, very much like sticking one's thumb into a piece of clay.
Click and drag the shaper cursor into position. While holding the left button down, click the right mouse button to push any selected vertices inside the sphere of influence out to the sphere's surface. To change the size of the sphere of influence, press and hold the CTRL key and click and drag the mouse to the left or right.
To change the direction of the shaper, hold down the SHIFT or ALT key and then click and drag the mouse left or right.
