No applications are registered for the type of file you are trying to open. The file is probably used internally by an application and is not meant to be opened, or you do not have the application that is needed to open it.
The type of a file is determined from its extension (the part of the name after the æ.Æ). When applications are installed, they register the types of files that they can open. Additional associations can be set up by attempting to open a file with Windows Explorer, and selecting an application from the Open With panel that appears.
