After searching the web for many many hours, here is a somewhat cheat for
Pax Imperia 2.  

What it does:  It allows you to use a race that has every characteristic,
power, ability and can live on any planet in any condition.

How to use it:  In your Pax2/Data directory, there is a file called
specdata.  Rename that file to something else (specdata.backup for example)
and unzip this file into the /Pax2/Data directory.
