Raise a hidden building.

Start by finding a two-headed cat in a room near a lake.

There is a lizard-sized passage just next to the cat.  You can either fight
the cat or just morph to your lizard form and sneak past him.

There's another one of those globes just through that passageway.

Cast a spark spell on it.

This will raise a building from the lake.

You can then get the Axe "Blizzard" from the roof of that building once
you're close enough.
