How do I turn out the lights here?

Hint 1 of 4:

In case you haven't been told to turn off the lights, wait until you've fixed
the clock and tried to deliver the pre-approved form.  Once you do, you'll
hear a voice asking you to meet her at the light.  Go to the Nexus Face and
she'll tell you to turn off the lights there.

Hint 2 of 4:

Notice that the center of the Nexus Face is a giant light bulb.

Hint 3 of 4:

And you can make the face rotate by pulling the lever.

Hint 4 of 4:

Maybe you could unscrew the light bulb this way.
