The seal has two stamps, one over the other. Swap their positions by rotating the rings on a handle.
The object is to replace the exposed silver quadrants with the hidden bronze ones to form the picture of the Landulph black eagle. (See the seals on the parchment in the case.)
Remember to left-click and hold while you drag the ring right or left.
